Categories of Municipalities

The South African Constitution establishes local government structures into Categories A, B, and C:
  • Category A: Metropolitan Municipalities (8 Metros) Govern large, densely populated urban areas. Operate as single, unitary authorities responsible for all local governance functions. Manage their own consolidated budgets, property rating systems, and service tariffs.
  • Category B: Local Municipalities (205 Locals) Encompass smaller urban towns, villages, and surrounding rural areas. Share municipal and service responsibilities with the overarching district council.
  • Category C: District Municipalities (44 Districts) Coordinate regional planning and build administrative capacity across several local municipalities. Do not exist inside metropolitan boundaries; they only manage broader regions containing multiple local councils.

Key Roles and Governance Structure

Local governance relies on two integrated branches to ensure accountability and regular public service delivery:
  • Political Council: Led by an elected Speaker and an Executive Mayor. The political wing passes local bylaws, sets property rates, and approves integrated development plans (IDPs) and budgets. Ward committees are heavily utilized to guarantee community participation during decision-making phases.
  • Administrative Wing: Headed by a Municipal Manager. This branch operates as the civil service to implement council resolutions, employ engineers, technicians, and financial experts, and handle daily operations like refuse collection and infrastructure maintenance.
  • National Oversight: The Municipal Demarcation Board (MDB) continuously monitors, reviews, and updates municipal boundaries or ward allocations before local government elections take place.
